Default Strange LT1 start up problem, low idle?

When it's cold (motor, not the weather) and i start her up, it winds over a bit before firing, then idles right at 550-650 without that normal quick rev up like most cars do. It's done it since i bought it. It has a brand new Opti from GM and plugs & wires. Could it possibly be the fuel pressure regulator?

Could be the FPR but I would check the filter first

my fpr had opposite problem, started great when cold, just when warm or just shot off itd crank for a little long til it fired up. it never had the low idle though. maybe the IAC is sticking cold or something?

you said it only does it cold? so after the car is warm and you fire it, it fires right up normal and idles normal?

Check the TPS voltage. Also clean the TB,specifically the IAC.
