Is it safe to have the converter locked at WOT when the 3-4 shift happens?

Any harm to the converter or tranny? extra wear n tear?

if your converter was built with that in mind it should be fine. they make special lockup clutches that are designed to lock up under full load. if you bought the converter with no intention of locking up under load then i would say dont do it.
