I want to purchase Borla Aggressive ATAK Cat-back Exhaust System
I know its too loud . but my questions are :
1) Can i install Cut-out on the exhaust to mute the sound ? " Because of the cops"
2) What is the best Cut out for camaro SS 2010 L99 ?

Cutouts don't mute the sound, they make it louder when they are open.

But when they are closed they are exactly like any other pipe and it makes no difference in sound volume.
