Chevrolet Camaro 1967-2002 - Possible buy need opinions

I posted this in the what its worth section but didnt get much feedback. I offered him $8k for it and he sad he wouldnt go less than $10k. He told me he would sell it with stock rims and tires for 9. If i could get him to do it for $9k with the z06s and nittos would it be a fair deal? He has put a good amount of money into the car i guess and really none of it is engine mods which i like. Ive been looking for a fbody for a very long time and everything im finding is either ridiculously priced or has a ton of miles on it.
