Default Question about Borg & Beck pressure plate installation

I'm installing a new borg & beck pressure plate on my 67 chevelle with a 427 and one of the three finger levers is not pivoting and seems like it is locked up is this normal or a problem do not want to install until I find out. I have it laying on the floor and I'm pivoting the levers with a long jack handle and two of the three pivot only?

They should be identical.

Put your eyes on the springs to see if anything is stuck and blocking the movement.

I was able to get the one lever to move but it is really tight and seems to be binding up for some reason, can i unbolt the top nut on that particular lever to take the pressue off so I can do a more thorough inspection?

I'd drop it by a shop that resurfaces them; lots of pressure in those springs.
