Canadian Members - Anyone in Kelowna few questions on safeties?

I will be out there end of August have purchased a house and an investment property as well. I hear Kelowna doesn't have the air care crap that the lower mainland has? True or false?
So what will have to be done to my 99 twin turbo trans am to pass safety there? Will I have to buy cat ypipe or install some in current ypipe. Anything else I have to do?
