Bought a new BOV while trying to track down a boost problem I had. Turned out to be a vacuum problem. This BOV is fine. As you can see, opens up fully with a little vacuum. Closes fully. Syringe not included. This unit has been on the car for about 6000 miles. They're still on Procharger's website.. but for quite a bit more.
