at 70 your tq converter will be locked and it wont matter, it will be all about gears and tire size then.

Rear gears change your cruising rpms, lock up stalls do not. Pointless thread.

About 2100 rpm with 3.23's . It's all the same after 40mph or so when the converter locks in it spins right along with everything else

And that can vary with the tire size, like stated above.

Would a bigger size rim make the rpms higher or lower?

from
http://www.f-body.org/gears/

70mph,standard tire diameter
2.73=1750
3.08=1975
3.23=2067
3.42=2200
3.73=2400
3.90=2500
4.10=2633
4.30=2767
4.56=2933

OEM tach and speedo can't be relied upon for accuracy.
GPS will indicate true/actual MPH
Unit such as ScanGaugeII will indicate true/actual RPM

I'm at about 2800rpms at 70mph. 4.10's on 275/40/17's, not sure how accurate my tach is though.

My OEM tach indicates about 150rpm higher than my ScanGaugeII indicates.

Are your rear tires super small or something?

Taller tires would make the overall gear ratio less (numerically speaking) thus requiring less rpm to turn so in fact if he was turning 3k at 70 his tires would be much smaller than stock if they were larger than stock he would be turning less rpm than everyone else with stock tires and 3.73's
