Default Cooling fan flaps

Looks like there are two places for rubber flaps in the fan shroud. If they were ever there, mine are missing. Are they available? Anyone successfully make something that works?

On the fan shroud, itself (where the fans are mounted)? There aren't any flaps used after the 93 model year.

OK, but there are two openings that look like a flap should be in. I may make some and put them on. Would help cooling at a stop or at low speeds. Agree?

Yes, those were used in 93 when the cars were new, but dropped by GM for the LT1 engines after that year. Apparently they were deemed not needed. If you put something on there and it did not flex open at higher speeds, you may actually restrict air flow.
