Default loose *** power steering rack

spent over $300 in suspension b/c i heard a rattle when going over pumps on the front end. I thought my shocks were out so i replaced those and an upper a arm bushing i thought was also the problem. Come to find out that my power steering rack is loose as hell...i can shake it with my hands back and forth. The mechanic that saw it tried to tighten the two bolts that he saw through the k-member with no luck, one was still loose and looked like it was stripped and the other tightened pretty good.
Do I have to buy a new steering rack? is this a common problem? or is there a nut on the other end of those bolts that i have to tighten also?
thanks guys sorry for the bad grammar or no punctuation's i'm on my phone.

there is a nut, you need an 18mm wrench to hold the nut and a 15mm socket for the bolt.

nope. not too bad, if you had to take the bolts out it would be a bitch though since the motor mounts need to be unbolted and the motor jacked up.

Check the attachment on the passenger side.

The "band" that attaches to the cylinderis spot welded to the outer case. I've had a couple float through my shop that had the spot welds broken.

And you couldn't tell with the car just sitting there. It wasn't until I removed it that it became obvious.
