scanner wont connect I've tried my scanner and the advance auto guy also tried but neither will connect with my car......What could be the culprit?

seems I have a wiring problem........I've only had the car for a couple days but there's no fuse in the cig lighter/dlc and when I try to put one in it just instantly blows it
