Default LCA relocation bracket questions

Ok, I've done some research but nothing that really answers my question. I installed the bolt on versions and I'm wondering if the bracket is suppose to hit axle in the back (showed in the pic) cause mine dont and when I drove it, they just swung to the back bringing my axle forward.

If both sides are attached to the shock they shouldn't rotate either way.
