Default Valve spring questions

So i just got a set of 243s and wanted to replace the valve seals but dont have the tool to compress the springs. I went to Napa and all they had was to tool to do it while the heads were on the car and i had to order any of the other ones. Problem is they couldnt tell me which one i needed to get. So my questions are,
Whats the part number for the right tool?
Are there any other tools needed to do the job?
Should i replace them or no? (the story on heads is they have been sitting for a whle and the have dual springs so im assuming when someone put those on they did the seals, but you know what they say about ***-uming)

Search Tim's valve spring tool. I believe it is 30 or 35 shipped.

Whatever you do, don't use the "claw" type that grabs the spring.
