Default Slipping or Torque Converter problem?

When I'm on the freeway in my 01 Z28 (4L60E) at around 55 - 60 mph I go from around 1700 rpm to 2100 (roughly) and then back down to 1700. It only lasts for a second or so, so not long at all. Also, I've noticed when I'm in higher gears and I go to pass aggressively that it will just spin the engine to the sky 5000+ rpm while not putting any of it to the rear wheels.

I'm thinking the torque converter isn't locking up or losing its lock. Either that or the transmission is slipping.

Thoughts? Any way to test it?

both.when the rpms go from 2100 to 1700.that means the tc is not locking up.when the rpms go up,the tc is not locking up.and when the rpms hit 5k+,that means the tranny is slipping.remove tranny.get an flt or ace racing transmission.ALL OTHERS WILL FAIL.

Check the fluid level and color. If its slipping the fluid will definitaly show it. It could also cause those problems if fluid is low.
