Default Panhard bar?

Car feels real sloppy, I've checked the pan bar and it's tight. Is this what would make the side to side loose.

No, it should not. Have you done anything else to it?
A well setup PHB should make the car feel like it's on rails; tracking real nice over bumps.
Check your measurements again.
I measure from axle center, not wheel edge.
Wheels bend.

How about a bad wheel bearing? With your low aspect ratio tires and a good, tight Panhard it should move side to side almost zero.
