Default What is an up-down electrical switch coming from the transmission?

I just bought a 2004 GTO that has a built engine and tranny. I know nearly nothing about the car. Crudely hanging out from under the steering column I found two devices. Once is an on off switch. Turning this on turns a fan on in the very front grill of the car. I assume this is a transmission cooler?? The other device is an "up down" switch like power windows have. I followed the wire and it seems to go back toward the tranny (AT car). Any ideas on what this stuff is?

The first could be a manually controlled radiator fan. The second could have been for an electric cut out that has since been removed.
