Can this be taken off with a tune or is it a kit?

Both.

Livernois offers a comprehensive kit.

It will require tearing into the entire top end of your motor and pulling the heads fyi.

Just a tune can turn it off. It will run fine.

Yeah, just a tune will turn it off, but you will still have potential failure with the weak lifters. As mentioned, you have to tear apart the engine to get rid of them, which is when you slide in the new camshaft too!
