Default Will HP Tuners Recognize a Brand New, Unprogrammed ECM?

I'm buying an E38 ECM for a 2011 Corvette brand new from a GM dealer. Does anybody know if this (never installed) ECM will at least have an operating system on it (such that HP Tuners will recognize it) and I can install a tune? Or is it just a chunk of hardware that requires dealer programming before it can even be recognized?

Thanks

Probably a question for the dealer. If I were to place a bet though, I'd have to say that it's just a chunk of hardware. That way, GM can charge you extra to have them flash in a vin-matching OS.

That's my guess.

E38 has to be programmed with a Tech II before you can tune it with HPT or EFI.
