Fuel rail install?

Fuel rail install? 
Is that right? The way the bracket is and where the washer is? These are nasty budget rails.
Its leaking and it seems like if i put the washer inbetween the rail and bracket instead of where its at now it might work.

Are the rails suppose to be touching the intake bolts? The brackets are loose, thats where the rail want to sit. When i tighten they want to stay against the rail.
