Default New starter and removal of plastic cover?

Guys... I just installed a new Powermaster starter and there was/is this plastic cover that bolts to the block/oil pan with one 10mm bolt. It spaces the starter about 1/32" from the flywheel. The starter would NOT fit so I unbolted this and removed it and starter went on fine. Motor is not installed yet. What gives? Am I going to run into any problems? Can anyone tell me what this piece of plastic does other than maybe covering up slight gaps leading to flywheel/clutch???

Plastic pieces are for just that-keeping road grit & wet from that area.
Do you still have the old starter? If so, you can compare.
I seem to recall having some fuss trying to get the plastic piece to go on correctly with the stock starter. It's been a long time, but if I remember correctly, I had to remove the starter, then slide the plastic piece onto the back of the starter...then bolt the starter...then bolt the plastic piece...kind of like an interlocking puzzle.
