Eastern Members - Buying a car in R.I.? No titles for vehicles 01 and older?

I have a buddy that wants to buy a vehicle in R.I. He said he called and a private owner said he didn't have the title for the vehicle. He said something about a bill of sale needed to be taken to the DMV. I figured i'd ask on here before he calls again tomorrow. thanks
