Chevrolet Camaro 1967-2002 - Need info on the front license plate holder!

Hey guys, I have a 97 Camaro and the license plate is currently just screwed into the front bumper (I bought it that way) and it looks like someone just drilled two holes into it. Anyway, I'm looking into buying the license plate bracket but I'm not sure how it attaches. Can someone explain to me, like does it go into the holes or is there somewhere where it attaches? Thanks!
