I'm maybe about to buy a truck fron someone that lives in Kansas. I live in Oklahome. He is telling me that he just paid off the truck recently and can't get a title for the truck for 25-30 days. That the Tag Office is all backed up. Does this sound right. In Okla, we possess the titles even when there is a loan outstanding on the vehicle. There is just a lien entered on the title. When you pay off a loan the lending institution issues a lien release within a day or 2.

I don't know about the them being backed up but KS is an e-title state. You don't receive the actual title if there is a lien on the vehicle. Kinda silly to me also but it is what it is. He shouldn't have to wait that long for a lien release though.
