Default DBW speed limiter

I just swapped out an aftermarket VSS (Dakota Digital, about 2 pulse/rev) with a 39 tooth reluctor on an 04 L59 and have not retuned the ecu yet.
The increase reluctor count is giving a higher speed reading, it maxes out at 158mph while I'm driving about 20mph. At about 30mph the DBW TB seems to quit responding. Initially I thought I broke something, but then the light bulb went on....speed limiter.
What is the set point of the speed limiter? How does it work on a DBW TB? Do cable driven TB cars have a speed limiter?

No idea what pcm calibration you are using. Yes there is a speed limiter on dbw and dbc.

On the dbw, it feels like the tb stops responding to the pedal. Any idea on hoe the cable tb cars limit speed?
