Heat gun and a putty knife, may need to actually put a torch to it a little to get it heated up good. It's a pita but it will come off.

a good heat gun & a scraper. then some kerosene to wipe some of the residue away.

60 grit flap wheel on an angle head grinder will bring it right off.

Yeah but thats a 9sec car he's got and I am sure there is a whole lotta tire rubber in those fenderwells covering the paint, which will just gum up that flap wheel. ;)

every spot if different on the car. It kinda depends if you want to fling hot melted shit all over, but easier with a power tool doing the work. Or musceling it off in a big sheet/spot with a sharp/hot putty knife, and beat the shit out of your hands (slips off), and sweating you ass off.
I used everything, Wire wheel, scotch bright wheel, flap wheel. All work.
And the heat gun, a torch, stiff metal putty knifes work too. Depends if its Just the under coating and a flat spot, curve, hard to reach spot. or the seam sealer foam stuff under it too. I dont think there any one way thats best, just whatever for you works.
