not unless the deck surface has been compromised in some way. I guess before I gave an answer like "yes" or "no" I'd want to know more about why the head gaskets failed in the first place.
I'll end with an apprehensive "no." You don't need to mill the deck surface in order to make the new head gaskets seal. This of course is barring all obvious reasons that you would have to mill the heads, such as warpage.

1999_SS_M6 is right. Generally, no. As long as you don't have an issue forcing them to be milled, then don't. Even if you have a surface problem, you only need to have them cleaned up a couple of thousandths.
