'98 had the coils bolted directly to the valve covers, no brackets didn't they?

Negative. 98 and older the coils bolted directly to the covers. 99 and up a bracket bolted to the covers and the coils bolted to the bracket.

The bracket will not bolt to 98 and older covers.

Any valve cover bolted to the head with perimeter bolts will have the coils direct to the cover.

Any valve cover bolted to the head with center bolts will have the coils on the brackets.
