Paint & Body Work - Painting/Wetsanding Question

So...today I painted my bumper for a black ceta mod....ill start off by saying that my rattle can technique is fine...my balance on the other hand was not. i tripped while spraying and created a run in the paint (fell toward the car just enough to spray too heavily). anyway...should i let it dry and wetsand it before the clear coat? or should i clear it and then wetsand and then polish it? also, when i wetsand it, should i just use dish soap and water with my 2000 grit sandpaper?

Wet-sand, then clearcoat, then wet-sand with 2000 for the final if there is any dirt or need to remove bad spots, then final polish.
Do not leave the run, as you will see it afterwards.
If you wet-sand too far, simply spray a bit more black & wet-sand again before the final clearcoat.

the internet tells me to wetsand it, use meguairs ultimate compound to polish it, then clear coat it...is this ok? or should i not polish it before clear?

No, Stick to wetsanding the run out &Spray more black if needed, that's it. While smooth is good, there are limits. You want your clear to stick properly.
