I had some good spring breaks in PCB! Most places on the water will be expensive. I would research renting a house during your stay if it's 2 or 3 days. It would be about the same price, but would be bigger, fully furnished and without the crazy activity of the strip (unless that's your thing). There are several websites that you can search for, my buddy does it every year when he takes the kids to Disney World.
As far as things to do...just about anything. There's the beach, fishing, golfing, carnivals, just about everything. Cruising the strip with the t-tops is pretty awesome too!

I was just there this past spring break. Stayed in a privately owned condo in the Shores of Panama resorts. It was cheaper than all the 1 and 2 star hotels that my girlfriend and I were looking at before we found it. It was around 110 a night and that was a month or two before the crazyness of SB so I bet its cheaper now. They have regular rooms that you can rent from them too. The location was nice and central and the beach view from the balcony was awesome. There is alot to do, alot of touristy shops, scooter/jetski rentals, bars (think thats pretty much the main attraction lol), etc. Coyote Ugly saloon was a pretty sweet place to grab some drinks and Spinnakers is a big beach club with a cool atmosphere
