Would you use the same crank as the 383 and then bore larger, if so what do you need to bore over

a 396 ls1 with a 3.908 bore would be using a 4.125 stroker crank.you can none a ls1 out .010.

.005-.007 is about max..010 would be pushing your luck, esp with a 99 block.

Larger than 4.00 crank on LS1/LS6 is doable but not recommended for street. Because with increased stroke the piston comes out further down at BDC and has more sideways loads/rocking exposing the skirts in crank area and they have a tendency to burn oil after awhile.
Most of the successful builds I've seen of that kind are more track oriented (no real longevity). Of course this is somewhat relative to the $$ one spends and especially how good the builder is with the correct parts.
It is more reliable to use 6.0 blocks and build 402>408 cid. Keeping the motor square.

A 383 LS is more powerful than 383 SBC.

Can 't find the thread, but there's a guy in the dyno section who over bored a stock 3.898" LS1 to 4.00". I had asked him to keep us updated over the lifespan of the engine & have not received any update. Most feel as though it won't last given the thinner sleeves. Who really knows for sure until it's tested? Would luv to find out how it's doing.

If anyone can find it, please link the thread here. I'd like to tag it for future reference.

Cubic inches are not nearly as important as airflow through the engine. Power is in the cam/cylinder head/intake/exhaust combination more than anything. I would stay at a4" stroke 382-383. Any more stroke than that and you are not doing much better because the small bore will not let the heads breath.

There is no substitute for displacement but it has to be done right. A 393/396 will produce more trq and therefore accelerate quicker but the issue is the piston's position and the stock sleeves.
