How do I install window regulator to get the bolts lined up.Once the tab is in I cant get the holes lined up. The tracks and wheels are all together.

Eventually, it will rotate in to the right place as long as you have the hanger in the right hole - which you do. If you manipulate the arm that comes off the regulator rack, (not the one that has to rollers on it and pivots) you should have more precise control.
BTW - You don't want to use bolts here. You really need the special rivets sold by GM for this purpose. Bolts will lead to this problem - http://ls1tech.com/forums/general-maintenance-repairs/961435-window-doesntt-go-up-all-way-pics-included.html

Oh - Another tip. If you line up just one hole and put a rivet/bolt in it to hold that one hole in place, its a lot easier to rotate the rest of the holes in to place.

My next question......Where do the regulator teeth line up on the motor when you install it?

The gear shaft on the motor lines up with the hole in the regulator plate and then you rotate the motor until the mounting holes line up.

Every time I close the door the spring falls off......is there a clip that holds the spring in place? Here is what it looks like
