i saw a 1998 SGM Formula WS6 1LE "Stripper" at the t/a nationals a few years ago. hardtop, cloth seats, manual windows/locks. Base 4 speaker stereo. It looks like it had a CD player but that's about it for options.

RPO 1SC ("Package Option 03", whatever that was) on Firebirds was restricted to Firebird (V6) coupes only '98+.
Indeed, the "stripper" LS1 'bird would be the 1LEs. Unlike on the LS1 Camaros where 1LE was available with and without RPO WU8 ("SS" with, "Z28" without), on the Firebird, RPO 1LE "required" WS6 and was available only in Formula trim. T-tops and A4 was not available w/ 1LE.
BTW, that SGM 1LE Formula pictured above is a 1 of 1. The only other one-off LS1 1LE Formulas were a white '98 and a red '99.
