Default Idle Air Motor Question

AutoTap is showing me a reading of 'zero'.
The reading doesn't change, no matter where the throttle plate is.
There is an issue with stalling off of idle. There are no vacuum leaks, as far as I can tell.
Can I chalk this up to a defective idle air motor?
Does a 'zero' reading translate to no additional air?
Any other things I should check/look for?
Thanks.

Joe, I didn't notice whether any parameters were offered.
While checking the idle air motor, I realized that I had overtightened and collapsed a segment of the cold air tube, allowing a bunch of unmetered air in, upstream of the iat & maf.
Tomorrow, I'll see how the tube repair worked.

Ah, the extra air would cause the PCM to drive the IAC shut.
