P0654 Engine RPM Circuit Malfunction -DEF ?

P0654 Engine RPM Circuit Malfunction -DEF ? I have a '68 Firebird swap with a '04 GTO /Auto setup with this code P0654 Engine RPM Output Malfunction but cannot find the definition .I have found it but not a detailed description of the issue.
The motor will seem as if it is hittng on 4 cyl when given throttle some time & then run good .This is the only code.
Thanks for any help ! YES I searched all the stickies ect. but no definition of the code.
New plugs [NGK Tr55 at 50 gap ]& all the rails have been cleaned .

Found my answer on HP Tuners Site.The customer had supplied me with a Cutdown factory harness & left out the Tach wire & was not hooked up so we will just disable the P0654 code .Still searching for the missing issue.
I will do a Crank Variation Relearne to see if it helps.
