New LS1 Owners - Newbie Tech - ac compressor cluth pulley

got my ac compressor in the mail today ( used)
the clutch on the front that you turn when adding pag oil is VERY hard to turn by hand. is it bad should i send it back before wasting my time installing it or should they be hard to turn. the one i have now that is bad is pretty easy to turn so i just dont know.

It shouldnt be too hard to turn. Put some oil in it and see if you hear a pumping sound

There should be some resistance but it should not be HARD to turn. Just to be clear the PULLEY should spin free, the clutch should have a little drag.
