My passenger seat squeaks, clunks, rattles, bounces, every annoying sound you could imagine it makes. The reclining mechanism seems to be loose so the top part shakes around, is there anyway to tighten this up?

Sure, if you take the seat out of the car, it will be easier to take off the seat trim and get to the mechanism to tighten things up and oil it.
The problem probably goes away when someone is sitting in the seat, right?

Man mine does the same thing when it feels like it. Other times its fine. I fasten the seat belt across it and it seems to help.

yeah sounds go away when someone is. If I recline it back there are a few positions that it doesnt do it as bad but its annoying regardless.

The seat back mechanism is probably just dirty and needs to be cleaned/oiled. Again, much easier to do with the seat out of the car.
The seat back has to have some play in it so you can unlatch it and push it forward for someone to get in the back. As you drive, it will move within that play and make a squeak. (So, there will probably not be anything in need of tightening.) When someone is sitting in it, it doesn't move, which means it doesn't squeak.
