After I finally got my motor back in after the rebuild I notice on first crank up no power steering at all. So I get to looking and the rack developed a huge leak take it off and replace it while I have the warranty I go ahead and replace the pump also. Get it all back together and fluid in it bleed it for a while and still no power steering it's not leaking anywhere has plenty of fluid if you turn it all the way to the stops the pump whines. Not sure what to do to fix this. Appreciate any help

So, is this a new rack and a new pump, or are some of them rebuilds?

Before we go further, I have to ask... Did you do this yourself and are you sure you put the pressure hose and the return hose in the correct locations on the rack?

These are rebuilds from the local auto parts store. Yes I installed everything myself and I think everything is where it's supposed to go

Just checked all hose locations and they are in the right spot

Its probably a bad rebuild, then. I'd guess the pump. On the pump, there's a pressure bleed valve, which keeps the pump from over pressuring the lines when the engine revs up.

Its not unheard of to have a bad rebuild or rebuild where that valve wasn't serviced, where it sticks open all the time and bleeds all the pressure the pump is creating.
