Best can mean many things really. If you are talking about budget our Cheap Street 347 Shortblock is $2799. If you are talking about who builds the best all out race motor that is a different question all together, especially when it comes to price.
Give me a call at the shop, I'm sure we can put something together that will suit your needs.

by "best", i mean a motor that will make good power, can live up to everyday driving, and still take track abuse without constantly being down. and if i was going to spend 20k on a motor, why would i stay with stock cubes? really now.

kickassT/A, you would spend 20k easily on getting the BEST 346.
Lets see, $12,000 for a C5R block and heads (you said the best!!!) $650 per rod in titanium, prices I found anyway. Then Crank to match, easily $7,500. Then lets see, custom clearancing for forged pistons, rods, crank, etc, theres another $1000 or so, coating for everything, piston tops, skirts, rods, crank, head chamber, intake runner, exhaust port, springs, ........well as we see $20k was easy to spend to have the BEST. Of course for the BEST stroker, just add a few, or big bore.
