Default Ticking on startup

So I ordered my new radiator now theres an issue I kind of ignored for awhile because I heard is was normal on higher mileage engines. Could the ticking be a loose rocker? I took the valve covers off and tighten the rockers that had play. Then I started it up and it sounded like it was idling way too low and sounded uneven. Then I loosened them back up and now it runs fine but the ticking was still there. I made sure they had a little play in them. I dont know wether there too tight or too loose. It stopped making the ticking noise when I tightened them but the idle quality sounded like ****. I had no clue by adjusting rockers would change idle quality. I need to by myself a torque wrench but Any other advice to help solve the ticking?

you can only adjust the valves when the nose is all the way down,its more then likely a lifter.
