Default Converter Vibration?

I have a vibration that comes and goes since my converter install. It seems to be related to engine speed and not vehicle speed. It appears somewhere between 2000-2500rpm. It's annoying and you can feel it fairly pronounced in the center console and shifter. If I put the car in neutral while driving, it goes away until I rev the engine, then it returns in that rpm range. I've searched and found some posts that mention turning the converter one bolt hole on the flywheel to alleviate vibration. Has anyone encountered this problem and tried this solution for it? Is there anything else that I should look into to solve this problem? It's the little problems like this that seem to annoy me the most.

does that happen in second gear at that rpm or just when locked up?

rotating the converter can help if there is a slight converter / flywheel imbalance.

It happens in every gear at that RPM
It does it during lockup as well.
