Slap a trickflow top end kit if you got the cash...the cam and heads are matched and make killer power with no need to touch the bottom end!

Keeping the bottom end stock? What are your goals for track results or horsepower?

For the cheapest good running engine i would mill heads and get them ported with larger valves, fast 92 or a ls6 intake, or get the bbk ssi if you dont have an ls6 and you get a good deal. and a proven cam.

I have a build thread with a 5.3l you can look at. I had ls1 intake valves in the heads and had a bbk intake with the tsp 233/239 cam. It ran really good but it spun a bearing before I could get to the track.
