Where?? Lower pass side?? There's one on each side (IIRC) and the "air" comes from the AIR pump behind the bumper on the driver's side front. It's Air Injectrion Reaction, for the Cat converters. IIRC, it's mostly used on cold starts to reduce emissions from a Cold start enrichment condition which is normal. The intake for the AIR pump is the hose that feeds into the filter Lid. It injects air into the exhaust stream.

The AIR system injects air into the exhaust for emissions purposes during startup. It robs no horsepower because it doesn't run while driving. People typically remove it to pretty things up and to remove a couple (just a couple) pounds. I would suggest you leave it on the car to make passing inspection or selling easier. I do believe detailed info on the system is in one of the stickies, including removal instructions.
