You have a lot to do, but it can certainly be done with time, patience and loot. Check out the A-body ls swap threads to get an idea from people who have "actually" not theoreretically performed the swap. If you have a budget, double it and you should have 80% of forseeable costs covered...not including the FI kit for your hp goals.

Been done plenty of times, most of it is the same as with putting in a gen 3. Then read the ls1 to ls3 swap threads as well to note any differences/ issues that might arise.
Biggest suggestion is just to read threads, it's all been done before at this point. It isn't really possible to answer in one post and tell you what you need, other than money and time that is.

As the rest have said read the threads. Also spend some time in the Stickies. Just remember to stay with a proven combination. Many parts do not play well with others. Oil pan and headers will be a major point to consider before you go too far. And I also agree, whatever you budget, double it and add 20% and you will be just a bit short, mostly for the 710Hp goal. This will take a Supercharger or Turbo or lots of other high end parts. You might be surprised at how well the LS3 in stock configuration will really run.
