Default 4l60 surging

I have googled this and read a few things to try but never found a post saying they fixed the problem. Anyone here figure it out?

It is a LS1 in a 80' vette.

Engine/trans normal temp - trans fluid is in the middle of the dipstick... it would be max full if I added 1/2qt
WOT - 1st-2 works great
WOT 2-3, around 5500 or so the car starts to surge. RPM gain a little then the power goes flat, gains a little more, flat, gains a little more... then after a bit it finally goes into 3rd.

I never had the car fast enough to try 3rd-4th so not sure if it does it then to.

Anyone solve this?

is it running lean the higher gears will load the engine more

I started to think that too. Working on getting a fuel pressure gauge where I can see it while driving
