Default Head milling ??

I've got a set of ported / milled 243's on my 01 SS. It's been tuned and re tuned but is still having major problems with RPM's surging and the car stalling. I was told by the shop that did the head / cam swap and tuned the car that one of my heads was milled imporperly resulting in one end being .013 off from the other. I was told this would cause cylinder 8 to have slightly more compression then cylinder 5 but wouldn't cause any drivability issues. I'm just looking for a second opinion. I'm running a 228R cam, if I get these milled again will I run into clearance problems, or should I just replace the heads? BTW I bougth these used and don't know how much they were milled to being with.
