Default idle rpm problem

Long story short i'm wanting to get my car dyno tuned here soon, Now i notice while im driving coming to a stop or even just changing gears my rpms raise to about 2000 rpms. Things i have noticed about it is that the rpms will settle but they only settle once my speedometer hits 0 mph. Im curious if this is a mechanical issue or a tune issue, i've researched and couldn't find much on it for lt1 but have found that mustangs have a secondary idle speed to match mph i was wondering if the same was true for lt1s?
mods are in sig and have a mail order from mad tuner

I just want to make sure the car is running relativley decent and in good shape before i have it dyno tuned and everything is all funky.

i've had the car for almost 4 years i only noticed this since the head and cam swap, i don't driv eit much and have been rather busy with other events in life to really worry about it. Still drive strong feels great on power, but with longtubes ory and a slp loudmouth 1 it makes you look quite retarded when you come up to a stop sign and your car starts reving up until your speedo hits 0
