Drop the knee bolster panel and turn on your hazards, listen for the clicking. Once you locate the flasher module pull it and swap it with a similar looking module thats located across the steering column from it.
It'll look something like this:
Its thermal and they go bad after years of use. Should only be a few bucks at the auto parts store.

I am not finding mine anywhere haha I'm in the parking lot and on my phone I see that pic is for a 95 z28. Mine is a 2000 dunno if that makes a difference on the location.

I will check, is there two seperate flashers? one for the hazards and one for the blinkers? i replaced the flasher on the left side of the steering column and the hazards still work but not the turn signals

Another thing to remember is that the problem may not be a flasher (usually isn't). It is possible that a bulb is out somewhere but the hazards still work.
Turn on the hazards and walk around the car. Look for a bulb that isn't flashing but should be. Check that bulb and socket.

If it is the socket, those can be replaced easily withOUT splicing, just get replacement sockets from autozone or oreilys, did my DRLs years ago.

Bringing back up. In my 1997 SS, my hazards work (very slowly) while the car is running. They will continue to work if I kill the car with the hazards on. However, if the car is off and I turn the hazards on, nothing. I will look to replace the part above (though I am in Germany) and see if that helps. Damn thing failed TUV inspection for this one simple thing.
