....open your wallet, and bend over.

whats your budget, and how much fun do you want to have is actually a more accurate question.

Woah! ive never seen a thread like this before!

Start with bolt ons. That includes headers, ory, catback, or true duals, suspension, etc...

Like everyone else said, start with the bolt on's. A lid will run you less than $100 (always seems to be a couple for sale in the FS section). I put longtube headers on my car last year and it really woke it up! Parts aren't always going to be cheap, but if you can do the work yourself or you know a friend that can lend a hand, you can really save some money. There are countless write-ups on how to do all of your basic mods on here. My advice is to spend plenty of time reading on here that way you can make an informed decision.

Start with the basic bolt on's like every one else is saying, then upgrade the suspension.
I'd upgrade the rear before you start any motor work then do a heads/cam/intake.
End with a tune.

Just throwing my .02 here, but i would do maintenance to your car first. Change your oil, change your spark plugs, change the rear end fluid, proper filters, etc. Doing proper maintenance will allow you to work with a clean slate, then you can go mod crazy

Honestly if you have the 60E build that first unless you want to eventually make 800+ rwhp then sell it and get an 80E transmission then build or buy a better rear end then build the motor. and do preventive maintenance first before anything.
