Default best way to go about updating pcm for gear ratio change?

i posted a request in the eastern forum asking if someone could change the gear ratio in my pcm. starting to think it was silly to ask. most tuners whether handheld like a hypertech, or hptuners/efi vin lock to the car correct? so i basically need to buy my own handheld or my own software license to change my pcm, it's not like someone with a handheld or anything else can simply go changing pcm parameters right?
for just a gear change what would be the best/cheapest way to have that done? i'm not interested in changing anything else. thanks.

Your cheapest way would pay someone with tuning software to change it for you. $100-$150 is what most shops/tuners would charge for that since a license for HP Tuners is $99 or a license for EFI Live is $125, even if they have unlimited most have a minmum charge. If you mailed me your pcm I can do it for $100 + $15 shipping with a 1 day turn around.
