at what point is a vac pump necessary

Default at what point is a vac pump necessary

I am about to build a 412 lsx the specs are. Stock ls3 heads, vic jr intake, Quick fuel 750 race-q with annular boosters, msd-6ls, kooks 1 7/8 headers, callies compstar crank rods, mahle pistons, 235/235 @.050 .625/.625 lift 110cl 108 lobe sep. I recently read a book by reher morrison and they were saying if you could run a vacuum pump then do it. At what point would a vacuum pump be necessary?
